Meet The Board | Agenda |National Academy of Sciences Building Washington, DC December, 6, 2016 The Board on Agriculture and Natural Resources (BANR) is the major program unit of the National Academies of Sciences, Engineering, and Medicine responsible for organizing and overseeing studies on agriculture, forestry, fisheries, wildlife, and the use of land, water, and other natural resources.
The 2017 budget includes a proposed increase of $2 billion for the National Institutes of Health (NIH), $25 million more for agriculture research, and more funds for the National Science Foundation. These increases will be lost if Congress doesn't act by December 9, 2016 (the date the temporary budget agreement expires).
S. 3068 Provides FY2017 appropriations for the Department of the Interior, the Environmental Protection Agency (EPA), and related agencies. Provides appropriations to the EPA. Provides appropriations to the Department of Agriculture for the Forest Service. Provides appropriations to Interior for: the Bureau of Land Management, the U.S. Fish and Wildlife Service, the National Park Service, the U.S. Geological Survey, the Bureau of Ocean Energy Management, the Bureau of Safety and Environmental Enforcement,and the Office of Surface Mining Reclamation and Enforcement Funding for the USGS would increase by $6.1 million. Provides appropriations to the Department of Health and Human Services.
The primary agencies that regulate the products of biotechnology—the U.S. Environmental Protection Agency (EPA), the Food and Drug Administration (FDA), and the U.S. Department of Agriculture (USDA) have: updated the Coordinated Framework for the Regulation of Biotechnology (Coordinated Framework) by clarifying current roles and responsibilities; developed a long-term strategy to ensure that the Federal regulatory system is equipped to efficiently assess the risks, if any, of the future products of biotechnology; and commissioned an expert analysis of the future landscape of biotechnology products to support this effort.
EPA, FDA, and USDA have commissioned an independent study by the National Academy of Sciences (NAS), an expert analysis of the future landscape of biotechnology products, to support the National Strategy for Modernizing the Regulatory Framework for Biotechnology Products. Representatives of more than 12 scientific societies will meet to explore the findings, conclusions, and recommendations of the report.
This bill would fund the U.S. Department of Agriculture in fiscal year 2017. Funding for the Agriculture and Food Research Initiative would increase by $25 million to $375 million. Conversely, intramural research within the Agricultural Research Service would lose at least $104 million.
